Volodymyr Zelenskyy signs another decree imposing restrictions on over 90 Russian companies that extract rare-earth and critical metals

Ukrainian President Volodymyr Zelenskyy signed a decree on Sunday to synchronize sanctions against Russia with those imposed by the EU.

The decree, which was posted on Ukraine's Presidential Office website, confirmed an earlier decision by the country's National Security and Defense Council.

The Ukrainian president signed another decree, which was also posted on the Presidential Office's website, imposing new sanctions on Moscow.

The signing of the two decrees comes after Zelenskyy instructed Foreign Minister Andrii Sybiha earlier this month to coordinate the 18th sanctions package adopted by the EU against Russia on July 18 "within Ukraine's jurisdiction."

Commenting on the decree on synchronization, Zelenskyy wrote on X that all 18 sanctions packages adopted by the EU until now are “fully aligned and in effect” in Ukraine.

“Restrictions from the 18th sanctions package have now been applied, in particular, to structures affiliated with Russia’s shadow tanker fleet, as well as to 53 individuals and legal entities -- Russian, Chinese, Iranian, and from other countries,” he said.

According to Zelenskyy, the second sanctions decision he approved will target Russian military production and place restrictions on over 90 Russian companies that extract rare-earth and critical metals.

The Ukrainian president said these rare-earth and critical metals are "essential for the production of electronics, guidance systems, engines, and drones" in Russia, and that they are working to ensure that Kyiv's sanctions are coordinated with those of his country's partners.

“Maximum sanctions pressure is the most effective argument for Russia to end this war,” he added.

Russia has not immediately commented on Zelenskyy’s remarks or the signing of the two decrees.
