Open Letter from the International Union of Muslim Scholars(Addressed to Arab and Islamic Leaders, Doha Summit, 14–15 September 2025)
To Their Majesties, Excellencies, and Highnesses,
Peace, mercy, and blessings of Allah be upon you.
The International Union of Muslim Scholars extends its deepest respect and appreciation to you. We pray for your well-being in matters of both faith and worldly affairs, and we hope this summit will yield results that serve the good of our ummah.
As scholars of Islam, bound by our duty to offer sincere advice to Allah, His Messenger, the leaders of the Muslims, and the general community, we write to you with urgency.
The Threat Facing the Ummah
The existential threat confronting our ummah is no secret to you. It has been laid bare by the genocidal catastrophe inflicted on Gaza by the Zionist occupation.
The occupying regime has openly declared its strategy to dominate parts of several Arab and Islamic nations, escalating its violations in Syria, Lebanon, and Iran, and even extending its reach toward Qatar’s sovereignty.
For this reason, the International Union of Muslim Scholars conveys to you, as trustees of this ummah, the cry of the oppressed: the danger has reached its peak. This is not a matter of borders or secondary disputes — it is a matter of existence itself. To hesitate today is to regret tomorrow.
Urgent and Practical Calls
1. Sever Relations
Immediately cut political, economic, and diplomatic ties with the Zionist enemy. They honor neither covenants nor agreements. As the Qur’an says:
“Among the polytheists, there are none who keep their covenants except those with whom you have a treaty at the Sacred Mosque…” (At-Tawbah, 9:7)
2. Repentance and Reliance on God
The ummah must collectively turn to Allah with sincerity, embrace true reliance on Him, and mobilize all material and spiritual means. The Qur’an commands:
“Prepare against them whatever force and steeds of war you can muster…” (Al-Anfal, 8:60)
3. Unity and Brotherhood
Strive for unity based on sincerity and sacrifice, for division brings only weakness and humiliation. As the Qur’an warns:
“Obey Allah and His Messenger, and do not dispute with one another, or you will lose courage and your strength will depart…” (Al-Anfal, 8:46)
4. Strategic Development
Adopt a comprehensive plan for political, military, scientific, and economic advancement. Our ummah possesses resources, wealth, and brilliant minds — only sincere will and collective decision-making are lacking.
5. Recognize the Zionist Threat
Do not forget that the occupying regime recognizes no rights for the Palestinian people — not even the authority of its own agreements. Its commitment to the “Greater Israel” project is not mere propaganda but an active plan.
6. Support Legitimate Resistance
Offer clear support to our brothers in Gaza — including their legitimate armed resistance — as a religious duty and practical necessity. Ideological differences must not obstruct solidarity with the Palestinian people.
7. End the Blockade
Break the siege on Gaza immediately, open border crossings, and apply every form of pressure to stop the massacres. Those with the means but without action bear responsibility.
8. Global Solidarity
Call upon all free people, international institutions, and humanitarian organizations to stand against Zionist oppression, expose crimes against humanity, and mobilize support through media, politics, and law.
Conclusion and Final Appeal
Honored leaders,
We face a historic crossroads: either we remain a free and dignified ummah, or — God forbid — we submit to an occupation built on injustice.
This summit will reveal your resolve and the determination of your nations. Know that all Muslim peoples and freedom-loving people around the world stand with you.
The Zionist project is already beginning to falter. The promise of Allah is near:
“Then We gave you back the turn to prevail over them, and supplied you with wealth and children, and made you more numerous. If you do good, you do good for yourselves; but if you do evil, you do it to yourselves. And when the second promise came to pass, We sent your enemies to sadden your faces and to enter the mosque as they had entered it before, and to destroy utterly what they had conquered.” (Al-Isra, 17:6–7)
“Allah always prevails in His purpose, but most people do not know.” (Ash-Shu‘ara, 26:227)
