UNSMIL 'strongly urges all parties to refrain from using force, particularly in densely populated areas'
The United Nations Support Mission in Libya (UNSMIL) called Wednesday for an "immediate de-escalation,” citing “increased reports of a continued military build-up in and around (the capital) Tripoli.”
“UNSMIL strongly urges all parties to refrain from using force, particularly in densely populated areas, and to avoid any actions or political rhetoric that could trigger escalation or lead to renewed clashes,” it said in a statement.
It urged all political and security actors to uphold their responsibilities under international law to safeguard civilian lives and property, emphasizing that those responsible for attacks against civilians will be held accountable.
The mission said it is continuing its efforts to help de-escalate the situation and urges all parties to engage in good faith to achieve this goal.
“UNSMIL urges the swift implementation of security arrangements developed by the Truce and Security and Military Arrangements Committees, which the Mission continues to support.
“Forces recently deployed in Tripoli must withdraw without delay,” it added.
Dialogue, rather than violence, is the only sustainable way to achieve lasting peace and stability in Tripoli and throughout Libya, it noted.
Clashes broke out between government forces and militia groups in Tripoli in May, with government forces dismantling the Stability Support Apparatus, considered one of the capital's most powerful militia groups.
A ceasefire was also signed between government forces and the Rada, considered another powerful militia group in the capital.
Prime Minister Abdul Hamid Dbeibeh said on July 7 that the Government of National Unity, which he leads, would not back down from eliminating all militia groups in the capital.
