Israel has submitted a “new document” to mediators in an effort to revive stalled talks over a potential prisoner exchange with Palestinian factions in the Gaza Strip, Israeli media reported.

The public broadcaster KAN, citing a senior political source, said the proposal is aimed at moving negotiations forward despite Hamas’ stance that it will not return to talks “until the starvation in Gaza ends.”

The report offered no details on the document’s contents and did not confirm whether mediators had officially received it.

Negotiations for a ceasefire were underway in the Qatari capital Doha, but the US and Israel recalled their teams for consultations after a response from Hamas to the latest truce proposal.

The Israeli army, rejecting international calls for a ceasefire, has pursued a brutal offensive on Gaza since Oct. 7, 2023, killing over 60,200 Palestinians and devastating the enclave amid shortages of food, medicine and daily necessities.

Last November, the International Criminal Court issued arrest warrants for Israeli Prime Minister Benjamin Netanyahu and his former Defense Minister Yoav Gallant for war crimes and crimes against humanity in Gaza.

Israel also faces a genocide case at the International Court of Justice for its war on the enclave.
